William C. Tinsley II

His more than 40 years of practice as a health law attorney includes the fundamental business transactions relating to the formation and governance of entities, including PCs, limited liability companies and integrated delivery systems. Bill has extensive experience in physician–hospital joint ventures, managed-care contracting, Stark, fraud and abuse, medical staff and credentialing issues and medical practice organization issues. Bill’s health law experience also includes HIPAA privacy, transaction issues and mediation and arbitration.
Bill advises closely held business clients on business formation issues, corporate governance and stock transactions, mergers and acquisitions, asset purchases and sales, joint venture issues, leasing, contract issues and related business issues. His diverse business client base includes website and software developers, government contractors, office construction, real estate development, actuaries and national hospital chains.
Previously he has served as a county attorney, school board attorney, hospital authority attorney and as the managing partner of a mid-sized Atlanta law firm. Bill has also represented the State of Georgia as a Special Assistant Attorney General.
As a trial attorney for 25 years, he was involved in trying numerous jury trials throughout the metropolitan Atlanta area, as well as arguing client matters before both state and federal appellate courts. Bill is an arbitrator for the American Health Lawyers Association and for 25 years as an abitrator for American Arbitration Association. Bill has acted as an arbitrator in numerous multimillion-dollar business disputes throughout the Southeastern United States.
Bill served as an adjunct instructor teaching health law in the Health Care Administration program at Mercer University’s Atlanta Center graduate program. He has coauthored several articles on the managed care environment and speaks nationally to groups including state and local medical associations, hospital associations, hospital medical staffs and HFMA regarding health law and managed care.
Prior to the formation of Tinsley Bacon Tinsley, LLC, Bill was a health law and litigation attorney for the firms of Womble Carlyle Sandridge and Rice (formerly known as Parker, Johnson, Cook & Dunlevie) and Baker, Donalson, Bearman, Caldwell & Berkowitz, P.C. (formerly known as Gambrell & Stolz).
Bill is a member of the American Bar Association (Business Law and Health Law Sections), the State Bar of Georgia (Health Law Section), the Georgia Academy of Hospital Attorneys and the American Health Lawyers Association (Physician Organization Section).
